Minutes of the regular meeting of the Georgetown Township Planning Commission, held Wednesday, March 16, 2005

 

Meeting called to order by Chairman Honderd at 7:30 p.m.

 

Present:            Honderd, Poskey, DeGood, Pearson, Stasiak

#050316-01 - Agenda for March 16, 2005

 

Moved by DeGood, seconded by Pearson, to approve the agenda for March 16, 2005, as presented.

#050316-02 - Minutes of the February 16, 2005 regular meeting and the March 2, 2005

work session meeting

 

Moved by DeGood, seconded by Pearson, to approve the minutes of the February 16, 2005 regular meeting, as submitted.

#050316-03 - Unfinished Business Preliminary Plat of Cedar Lake Estates No. 11

 

It was noted that a representative from Exxel Engineering and the Township Supervisor had stated to the zoning administrator that issues with the agreement still had to be worked out between the developer and the Township.  No new information was available.  The item was left tabled.

 

#050316-04 – Site Plan (ST0501) Mike Anderson (Kamps Construction)-1728 DeWent Dr.,

(ST0502) Mike Snip (Kamps Construction)-1752 DeWent Dr., (ST0503) Dennis Snip (Kamps Construction)-1706 DeWent Dr.

 

The three items were considered together based on their relationship to each other and similarity in type of development.

 

Todd Stuive, Exxel Engineering, represented the applicants and presented the requests.  The items raised at the work session had been addressed except that the owners were opposed to combining the drives due to the fact that there would be separate owners.

 

The planner presented a review and noted that the driveways had been separated by a greater distance.

 

The chairman opened the floor to public comments.  No one was present to speak on this topic.  The chairman closed the floor to public comments.

 

Moved by Stasiak, seconded by DeGood, to approve the site plans for (ST0501) Mike Anderson (Kamps Construction)-1728 DeWent Dr., (ST0502) Mike Snip (Kamps Construction)-1752 DeWent Dr., (ST0503) Dennis Snip (Kamps Construction)-1706 DeWent Dr., each plan dated 3-5-2005, with the condition that landscaping be provided for each site in accordance with Georgetown Township regulations.

#050316-05 – Site Plan (ST0504) Kuperius Trucking-2220 Center Industrial Ct.

 

Todd Stuive, Exxel Engineering, represented the applicant and presented the request.  The items raised at the work session had been addressed.

 

The chairman opened the floor to public comments.  An owner’s representative was present to answer questions.  No one else was present to speak on this topic.

 

Moved by DeGood, seconded by Poskey, to approve the site plan for (ST0504) Kuperius Trucking-2220 Center Industrial Ct., dated March 8, 2005, as presented.

#050316-06 - Special Use Permit (SUP0502) Visual Workplace LLC, 2668 Edward St., is

requesting to have a warehouse under Sec. 15.3(I) and a commercial enterprise producing merchandise on the premises under Sec. 15.3(G), on a parcel of land described as P.P.# 70-14-21-472-004, located at 2668 Edward St., in a (CS) Community Service Commercial district

 

Rhonda Kovera, owner, presented the request.

 

The planner presented a review.  It was noted that this is a legal non-conforming structure because setback requirements are not met.  All the standards for the special use permit are met, except that the standard that a warehouse selling retail be located within 100 feet of a residential use.  The use would be permitted under the other special use request which would include warehousing.  Therefore, the suggestion was made that the applicant provides a letter stating that they did not intend to sell retail.

 

The zoning administrator noted that the applicant still needed Zoning Compliance approval and a fire inspection.

 

No one was present to speak at the public hearing.

 

Moved by DeGood, seconded by Pearson, to recommend to the Township Board approval of Special Use Permit (SUP0502) Visual Workplace LLC, 2668 Edward St., to have a warehouse under Sec. 15.3(I) and a commercial enterprise producing merchandise on the premises under Sec. 15.3(G), on a parcel of land described as P.P.# 70-14-21-472-004, located at 2668 Edward St., in a (CS) Community Service Commercial district, with the condition that the applicant submits a written statement that the operational activities will involve material warehousing exclusively and not warehousing with retail sales.

 

MOTION CARRIED.

 

Moved by DeGood, seconded by Stasiak, to approve the site plan dated March 3, 2005, conditioned upon special use approval by the Township Board.

The planner presented information that the State Senate is considering a bill that would require schools to abide by local zoning ordinances.
