Minutes of the regular meeting of the Georgetown Township Planning Commission, held Wednesday, February 16, 2005

 

Meeting called to order by Chairman Honderd at 7:30 p.m.

 

Present:            Honderd, Huizinga, Poskey, South, DeGood, Pearson, Stasiak

#050216-01 - Agenda for February 16, 2005

 

Moved by DeGood, seconded by Stasiak, to approve the agenda for February 16, 2005, as presented.

#050216-02 - Minutes of the January 19, 2005 regular meeting and the February 2, 2005

work session meeting

 

Moved by South, seconded by Pearson, to approve the minutes of the January 19, 2005 regular meeting, as submitted.

Moved by South, seconded by DeGood, to approve the minutes of the February 2, 2005 work session meeting, as submitted.

#050216-03 - Unfinished Business Preliminary Plat of Cedar Lake Estates No. 11

 

It was noted that a representative from Exxel Engineering and the Township Supervisor had stated to the zoning administrator that issues with the agreement still had to be worked out between the developer and the Township.  No new information was available.  The item was left tabled.

 

#050216-04 – Unfinished Business - Preliminary Plat of Lowing Woods Phase One and

Preliminary Plat of Lowing Woods Phase Two

 

Rick Pulaski, Nederveld Associates, represented the applicant and presented the request.  There are 38 lots in phase one and 16 lots in phase 2, and roads are public.  The issues raised at the work session have been addressed by the applicant and a revised plan submitted.  Two stub roads have been added to access parcels to the east.

 

The planner presented a review and said that the bump-out should be shown on a future phase.

 

The zoning administrator said that minutes from the Road Commission regarding the plats had been distributed to Planning Commission members.

 

Poskey abstained from discussion and voting.

 

The chairman opened the floor to public comments and no one was present to speak on this topic.  He closed the floor to public comments.

 

Moved by Huizinga, seconded by DeGood, to recommend to the Township Board approval of the Preliminary Plat of Lowing Woods and Phase One and Phase Two, as shown on the drawing dated February 4, 2005.

#050216-05 - Planned Unit Development (PUD0501) Eastbrook Development (Lowing Woods)-

Final Development Plan

 

Rick Pulaski, Nederveld Associates, represented the applicant and presented the request. 

 

The planner presented a review and noted that the maximum height of the sign should be 3 feet on sign A and not four feet.

 

The chairman opened the floor to public comments.  No one was present to speak on this topic.  The chairman closed the floor to public comments.

 

Moved by DeGood, seconded by Stasiak, to approve the Final Planned Unit Development Plan for PUD0501 for Eastbrook Development as shown on the revised plans dated February 4, 2005, with the condition that the signs meet the ordinance requirements.

#050216-06 – Special Use Permit (SUP0501) Georgetown United Methodist Church (Dan Vos

Construction), 2766 Baldwin

 

Arne Larsen, Dreisenga and Associates, and Denise Hopkins, Dan Vos Construction, represented the applicant and presented the request.  A letter had been submitted addressing issues raised at the work session.  The applicant stated that the church plans to complete resealing the parking lot in 2006 and would add the correct striping at that time.  The applicant also stated that he had conversations with the Road Commission regarding the location of the proposed sidewalk on 28th Ave.  It was also noted that the church would not be building the additional parking lot at this time.

 

The planner presented a review.  He said that a letter of agreement should be submitted for the parking lot striping and the sidewalk issue should be worked out with the Township.  He said that the dumpster should be screened on all sides.

 

No one was present to speak at the public hearing.

 

Moved by Huizinga, seconded by Poskey, to recommend to the Township Board approval of Special Use Permit (SUP0501) Georgetown United Methodist Church (Dan Vos Construction), 2766 Baldwin, to have a church (addition to existing church), under Sec. 8.3(A), on a parcel of land described as P.P.# 70-14-16-400-001, located at 2766 Baldwin St., in a (LDR) Low Density Residential district, Georgetown Township, Ottawa County, Michigan, with the following conditions:

1.                  The placement and installation of sidewalks along 28th Ave. be coordinated with the Township;

2.                  A letter of agreement be submitted by the applicant that specifies a timeline to re-stripe the existing parking lot to conform with parking space dimension requirements;

3.                  The dumpster be fully screened from adjoining properties and streets by a sight-obscuring fence, wall or landscaping.

Moved by Huizinga, seconded by Poskey, to approve the site plan dated 2/9/05, as submitted, with the following conditions:

1.                  The placement and installation of sidewalks along 28th Ave. be coordinated with the Township;

#050216-07 – Other Business-Change Meeting Date

 

Moved by Honderd, seconded by Stasiak, to change the Planning Commission meeting date from April 6, 2005 to March 30, 2005 due to the fact that some Planning Commissioners and the planner were unable to attend on April 6, 2005.

 

MOTION CARRIED.

 

#050216-08 – State Law Change to Permit Contract Zoning

 

Information was presented regarding the new State Law pertaining to contract zoning.  The consensus was to not amend the ordinance to allow for contract zoning at this time to wait for some issues to be resolved; however, if any applicant wants to pursue it, contract zoning would be reviewed at that time.
