Minutes of the regular meeting of the Georgetown Township Planning Commission, held Wednesday, September 15, 2004

 

Meeting called to order by Chairman Honderd at 7:30 p.m.

#040915-02 - Minutes of the August 18, 2004 regular meeting and the September 1, 2004

work session meeting

 

Moved by South, seconded by DeGood, to approve the minutes of the August 18, 2004 regular meeting, as submitted.

#040915-03 - Special Use Permit (SUP0406) Exit 76 Corporation (the Hop Family LLC),

8407 Cottonwood Dr., is requesting to have a vehicle service station under Sec. 14.3(C), on a parcel of land described as P.P. # 70-14-11-326-025, located at 8407 Cottonwood, in a (NS) Neighborhood Service Commercial district

 

The application had been submitted with an incomplete site plan and the applicants had been informed.  In addition, it appeared that the plan did not meet the specific standards listed in the ordinance.  The applicant submitted a letter asking to be table while they requested a variance.  No one was present to represent the applicant.  The item was left tabled.

 

#040915-04 - Preliminary Plat of Cedar Lake Estates No. 11

 

The zoning administrator stated that an agreement would be presented to the Board at the September 27, 2004 meeting and that the plat could be approved contingent upon the Board approving the agreement.  No one was present to represent the applicant.

 

Moved by Jansma, seconded by DeGood, to remove the item from the table.

Moved by Jansma, seconded by Stasiak, to table the preliminary plat approval of Cedar Lake Estates No. 11.

#040915-05 - Site Plan (ST0408) Tailored Equipment-2040 Chicago Dr.

 

Chad Everts, Nederveld Associates Inc., represented the applicant and presented the request.  He stated that a variance had been granted for the plan to have 49 parking spaces and they were shown on the plan.  He said that the dumpster had been moved inside the fenced area and trees had been added to meet the streetscape.  He said that the landscape conforms to the ordinance, and directional arrows had been added and would be painted.

 

The planner presented a review and stated that the items had been addressed.

 

Jansma stated that they were still storing items outside, which the applicant had promised not to do.

 

The chairman opened the floor to public comments.  No one was present to speak on this topic.  The chairman closed the floor to public comments.

 

Moved by Poskey, seconded by Stasiak, to approve the site plan dated August 18, 2004 on the basis that comments from the work session have been addressed, and with the following conditions:

1.                  Provide directional signs or pavement markings to direct on-site traffic and improve internal vehicle circulation;

2.                  Provide site landscaping in accordance with Georgetown Township regulations.

3.                  Operate in compliance with the variance that was granted on 8-18-04.

#040915-06 - Special Use Permit (SUP0407) Fellowship Reformed Church, 6610 36th Ave.

 

Ed Zwyghuizen, Verburg & Associates, represented the applicant and presented the request.  He explained that the church ad acquired additional parcels on Port Sheldon and had combined them with the original church parcel.  He said that the retention pond had been shifted and parking added.

 

The planner presented a review.

 

The chairman opened the public hearing.

 

Bill Bryker, 6601 36th Ave., stated that the sidewalk dead ends on 36th Ave. and he was concerned with traffic.

 

Jansma said that there is an existing access and Port Sheldon is five lanes.

 

Bill Bryker said that he has traffic concerns with all the new development and speed limit of 55 mph.

 

South stated that the Road Commission responds to the history of accidents.

 

Dan VanRegenmorter, 3498 Meadow Glen, said that he owns the house east of the detention pond and asked about the water in the pond.

 

The applicant explained that the pond would be the same as the existing.

 

Dan VanRegenmorter asked about larger trees along the property line.

 

The chairman said that there was less chance of the trees living if they were bigger than 5 feet.  He said that it was up to the applicant if they wanted to put in bigger trees.

 

Marcia Jasperse, 3555 Port Sheldon, was concerned with water levels and wells.

 

The applicant explained that this was the same as the existing unit and they just moved it to catch their own water.  He said that the elevations should not disturb the wells.

 

Jack Klawiter, 2230 Fillmore, talked about the sidewalk dropping off and suggested that a barricade be provided because it is a safety factor.  He said that there was the same thing on Cottonwood beyond Bauer Rd.

 

The chairman closed the public hearing.

 

The applicant stated that they would be realigning the sign to meet the ordinance and would get a sign permit.  He said that the landscaping to the east was unchanged and had already been approved and the trees would remain.

 

Moved by Jansma, seconded by Huizinga, to recommend to the Board approval of Special Use Permit (SUP0407) Fellowship Reformed Church, 6610 36th Ave., to have a church under Sec. 8.3(A), on parcels of land described as P.P. # 70-14-20-400-117, 70-14-20-452-007, and 70-14-20-452-012, located at 6600 36th Ave., and 3519 and 3535 Port Sheldon, in a LDR district.

 

MOTION CARRIED.

 

Moved by Jansma, seconded by South, to approve the site plan dated August 2004 as submitted, conditioned upon Board approval of the special use permit.

#040915-07 - Rezoning (REZ0406) To change from (RR) Rural Residential to (LDR) Low Density

Residential a parcel of land described as P.P.# 70-14-03-300-044, located at 2292 Fillmore, Georgetown Township, Ottawa County, MI.

 

The applicant presented the request.

 

The planner presented a review.

 

The chairman opened the public hearing. 

 

Jack Klawiter, 2230 Fillmore, asked if this was spot zoning.

 

The planner said that this is not spot zoning because this parcel is adjacent to other parcels zoned LDR and the LDR designation is consistent with the Future Land Use Map.

 

The chairman closed the public hearing.

 

Moved by Poskey, seconded by DeGood, to recommend to the Township Board approval of Rezoning (REZ0406) To change from (RR) Rural Residential to (LDR) Low Density Residential a parcel of land described as P.P.# 70-14-03-300-044, located at 2292 Fillmore, Georgetown Township, Ottawa County, MI, on the basis that the request meets all applicable rezoning review criteria.

#040915-08 - Preliminary Plat of Boulder Ridge

 

Rick Pulaski, Nederveld Associates, represented the applicant and presented the request.  He said that the plat would be constructed in two phases and a new layout had been presented.

 

The planner presented a review and noted necessary revisions.

 

The chairman opened the public hearing.

 

Terry Cnossen, 3281 Bauer Rd., asked if the road ended at his house.

 

Jack Klawiter, 2230 Fillmore, asked if this was on Fillmore.

 

The chairman closed the public hearing.

 

Moved by Jansma, seconded by Poskey, to table the request for the plans to be revised with the necessary changes.
