Minutes of the work session of the Georgetown Township Planning Commission held Wednesday, May 5, 2003

 

The meeting was called to order by Chairman Honderd at 7:30 p.m.

 

Present:            South, DeGood, Stasiak, Poskey, Honderd, Huizinga, Jansma

Absent: none

 

The work session, which formulated the agenda for May 21, 2002, included the following items to be placed on the agenda, discussion, and action:

II.                 Approval of minutes of the April 16, 2003 regular meeting and the May 7, 2003 work session meeting

A.                 Site Plans

1.         (ST0305) Leona Hoogewind-7105 Kenowa (Lakeside Site Condo)

 

Rick Pulaski, Nederveld Associates, represented the applicant and presented the request.  He stated that a six unit detached condo development would be constructed on the 2.8 acre parcel.  He said that the street would be built to Ottawa County Road Commission standards and would be maintained by an association.  He said that there would be lake access.  He said that building envelopes were shown with 85 feet of width and 11,475 square feet of area per lot.  He said that the setback off Kenowa was 90 feet and there would be a 66 foot road right-of-way with a 50’ radius. 

 

It was noted that a streetscape on Kenowa would be required.  A total of 13 trees are required for the 330 feet of frontage on Kenowa and a maximum of 4 evergreens is permitted.  It was also noted that the area west of the pedestrian bridge should be labeled with the type of landscaping and a note should be added that the bridge and landing pad would meet ADA requirements.

 

It was noted that the building envelopes were shown and with the proposed buildings there would be no room for additions.  The applicant was informed that the small building envelopes were noted prior to the development and this would be a self-created situation if a variance were to be sought for an addition.  The applicant stated that she understood.  The applicant was informed that sidewalks were required to be installed adjacent to all paved streets.  The applicant was also informed that the street could be given to the Ottawa County Road Commission if they would accept it, since it had to be built to their standards.  Then the county would maintain the road.

 

B.         Public Hearings

1.                  Special Use Permits

a.                   (SUP0303) Veronica Pechumer, 7180 48th Ave., is requesting to have a daycare center, under Sec. 14.3(F), on a parcel of land described as P.P.# 70-14-15-, 200-024, located at 1919 (1941) Baldwin, in a (NS) Neighborhood Service Commercial district


Veronica Pechumer presented the request and stated that the day care center would provide care for children up to first grade, including after school care.  It was noted that the sign and streetscape were not shown on the site plan.  In addition, building occupancy information should be shown on the plan.  A new door is shown on the north side and a proposed fence to the play area should be shown.  Building setbacks and yard dimensions should be shown.  Landscaping along Baldwin must meet the requirements of Sec. 3.11 and must be shown.  The southern building is nonconforming because it does not meet the setback requirement of 90 feet from the centerline of Baldwin.  The six parking spaces to the south are located in the front yard setback area.  The Planning Commission directed that the request be advertised.

a.                  Preliminary Plat of Corey Estates No. 2

 

Todd Stuive, Exxel Engineering, represented the applicant and presented the request.  He said that the plat has frontage on both lakes and utilities will come from 22nd Ave.  He said that lots 23 and 51 will not have access to 22nd Ave.  He said that all lots conform to the LDR district requirements. 

 

A concern was noted regarding the cross hatched marks on lots 29, 30, and 31.  The applicant stated that they showed the previous lot lines for the Cory property that had been deeded to the development.  The applicant was directed to remove the lines and show the plan as proposed.

 

b.                  Preliminary Plat of Georgetown Shores No. 4

 

Todd Stuive, Exxel Engineering, represented the applicant and presented the request.  He said that all 36 lots conform to the LDR requirements and that the gravel mining operation continues.  The applicant was directed to add a note regarding sidewalks and to provide an emergency and construction drive access to 18th Ave.

Moved by Del South, seconded by DeGood, to initiate a Zoning Ordinance amendment for Sexually Oriented Businesses.
