Minutes of the work session of the Georgetown Township Planning Commission held Wednesday, March 5, 2003

 

The meeting was called to order by Chairman Honderd at 7:30 p.m.

 

Present:            South, DeGood, Stasiak, Poskey, Honderd, Huizinga

Absent: Jansma

 

The work session, which formulated the agenda for March 19, 2002, included the following items to be placed on the agenda, discussion, and action:

 

I.                    Approval of agenda

 

II.                 Approval of minutes of the February 19, 2003 regular meeting and the March 5, 2003 work session meeting

 

#030305-01 - Unfinished Business Special Use Permit (SUP0208) Unity Motors (Vander

Kodde Construction Co.), 828 Chicago Dr. is requesting permission to have an open air business (for vehicles sales) under Sec. 16.3(H) and to have vehicle repair under Sec. 16.3(B), on a parcel of land described as P.P.# 70-14-23-250-027, located at 828 Chicago Dr., in (HS)

 

The variance for the expansion of a non-conforming use/building was denied at the ZBA meeting on February 26, 2003.  The applicant submitted a letter asking to withdraw the request. 

 

Moved by South, seconded by DeGood, to accept the withdrawal of this request.

 

MOTION CARRIED.

 

IV.       New Business

A.                 Site Plans

a.         (ST0303) Georgetown Ice Arena-8500 48th Ave.

 

Jim Holtvluwer, Township Supervisor and member of the Building Committee, and Bob Andrus, architect, presented the request.

 

The proposed ice arena is setback 100 feet from the centerline of Bauer Rd. and 110 feet from the centerline of 48th Ave., according to the newly adopted ordinance.  A total of 368 parking spaces are required and 399 are provided.  There is a 25 foot side yard setback with a greenbelt, and a 75 foot rear yard setback.  A letter has been sent to all property owners within 600 feet of this parcel, including Blendon Township, notifying them of a meeting at the Township Office to provide information regarding the project.

 

Community soccer fields are located on the site.  The site was designed with the natural flow of


the grades.  Entrances have double egress and single egress.  The first driveway entrance on 48th Ave. is to the main door and the second is for emergency services and bus traffic.  The building is 88,000 square feet on a single level with the entrance on the south.  The dumpster is located along the back walled area.  Buses could park along the 48th Ave. side.  Light fixtures will be 20 feet high.

 

The applicant was directed to remove a couple parking spaces for circulation and to add a traffic island at the north end.  There was discussion regarding the location of the detention pond and the suggestion was to move it closer to the street.

 

It was noted that the streetscape along Bauer will be added and the preference is to cluster the trees.  The chairman stated that the Planning Commission could grant relief from the requirement of 5 feet evergreens and permit a height of 2 to 3 feet if the property abuts AG.  He said that the trees would have a better chance of living.

 

It was noted that the Township now owns the property at the northwest corner of Bauer Road and 48th Ave., and the plan is to remove the building and make it a grassy area.

V.                 Other Business

A.        Review Master Plan

 

There was discussion regarding updating the Master Plan.  The consensus of the Planning Commission was to update the whole map.  There was discussion regarding areas that needed updating.  The decision was made to have the Planner divide the Township map into areas and for each area to be discussed separately.  The plan was to discuss the property adjacent to 48th Ave. and move eastward.
