#021218-03 - Unfinished Business-Special Use Permit (SUP0208) Unity Motors (Vander

Kodde Construction Co.), 828 Chicago Dr. is requesting permission to have an open air business (for vehicles sales) under Sec. 16.3(H) and to have vehicle repair under Sec. 16.3(B), on a parcel of land described as P.P.# 70-14-23-250-027, located at 828 Chicago Dr., in (HS) Highway Service Commercial

The item is on the ZBA agenda for January 2003; therefore, it was left tabled.

#021218-04 - Unfinished Business-Site Plan (ST0209) IPCS Wireless, Inc.-10290 48th

No new information is available. The item was left tabled.

#021218-05 - Special Use Permit (SUP0213) Harbor House Ministries, 7683 Cottonwood

Dr., is requesting permission to have a convalescent home, under Sec. 8.3(D), on a parcel of land described as P.P.# 70-14-26-200-066, located at 861 44th St., in a (LDR) Low Density Residential district

The applicants attended a pre-application conference for a PUD submittal for the project. The determination was made that the project did not meet the criteria for a PUD and that the situation would be best served by amending the ordinance with reference to adult foster care facilities.

#021218-06 - Site Plan (ST0215) Sunnybrook Country Club (TAG)-624 (640) Port Sheldon

Tim VandeZande, The Architectural Group, represented the applicant and presented the request. A revised plan had been submitted addressing issues brought up at the work session.

#021218-07 - Special Use Permit (SUP0215) Jenison Bible Church, 6360 14th Ave.

Roger Lamar, W.L. Perry, represented the applicant and presented the request. The revised plan submitted addresses most issues raised at the work session. Three parking places at the northern most drive are too close to the driveway and could obstruct the traffic flow. In the northwest corner of the parking lot, two parking spaces are shown in front of the dumpster and should be removed.

Moved by Jansma, seconded by DeGood, to recommend to the Township Board approval of Special Use Permit (SUP0215) Jenison Bible Church, 6360 14th Ave., to have a church, under Sec. 8.3(A), on a parcel of land described as P.P.# 70-14-26-100-058, located at 6360 14th Ave., in a (LDR) Low Density Residential district, because of compliance with the standards of the ordinance.

Moved by Jansma, seconded by DeGood, to approve the site plan dated with the condition that a revised plan be submitted to reflect the removal of the three most western parking spaces at the northern driveway on 14th Ave. and the two parking spaces in front of the proposed dumpster location, and for the revised plan to be approved by the Zoning Administrator.

#021218-08 - Preliminary Plat of Willow Creek No. 5

Randy Feenstra, Feenstra & Associates, represented the applicant and presented the request. A revised plan had been submitted addressing the issues requested by the Planning Commission. However, the temporary cul-de-sacs do not have (temporary) easement on those parcels affected. The memo from the Ottawa County Road Commission was presented.

Moved by South, seconded by DeGood, to recommend to the Township Board to grant tentative preliminary plat approval of Willow Creek No. 5, as shown on the drawing dated 12-11-02.

#021218-09 - Preliminary Plat of Sugar Maple Estates

Matt Cole, Focus Engineering, represented the applicant and presented the request. No revisions had been submitted. He stated that he had spoken with a representative from the Subdivision Control Board and they had no problem with the one to four width to depth ratio since this was a plat and not a split parcel. There was discussion regarding the open space drainage easement. It was noted that the area on the east side is the Low Com Regional Detention Basin and is defined in a recorded document for the first plat. The area is part of the Maple Lawn Drainage District.

The chairman opened the public hearing.

Sheila Dyke, 7088 Crimson Ct., submitted pictures of flooding in the area in 1999. She said that the whole area is under water. She was concerned that if additional houses were built, basements would flood.

Jay Lugthart, 7193 Rolling Hills, stated that he lived on lot 103 for twelve years and that there was a large amount of water that came from the golf course. He was concerned with water drainage and flooding for those who live on Rolling Hills Dr.

The Planner explained that the Planning Commission has limited powers and has the authority to review the layout and design of the plat as related to Township ordinances. Drainage issues are under the jurisdiction of the Ottawa County Drain Commission. The Planning Commission has no control over these issues.

The applicant stated that his office has spoken with the Drain Commissioner and that the drain will be cleaned.

Jansma stated that the second step would be for the developer to obtain construction drawings, and Drain and Road Commission approvals. He said that this issue should be taken to the Drain Commissioner.

Ron Miller, 7109 Rolling Hills, stated that he lives east of the plat and that the concerns that have been stated have always existed. He said that much trash comes from the golf course. He said that the Drain Commissioner did come and take some concrete blocks out, and tried different catch basins.

Sheila Dyke stated that the Koetje property was flooded before the development.

Dan Snoeyink, 7151 Rolling Hills, stated that it was low land and he understood digging and dragging out. He said that it was a ten-acre lake in 1997 and his sump pump ran constantly.

Moved by Poskey, seconded by Huizinga, to recommend to the Township Board to grant tentative preliminary plat approval of Sugar Maple Estates as shown on the drawing dated 11-20-02.

#021218-10 - Preliminary Plat of Rozeveld Ridge No. 2 & 3

Matt Cole, Focus Engineering, represented the applicant. He said that the revised plans addressed at the work session.

Moved by Huizinga, seconded by Poskey, to recommend to the Township Board to grant tentative preliminary plat approval of Rozeveld Ridge No. 2 & 3, as shown on the drawing dated 12-11-02.

#021218-11 - Other Business-Initiate Amendment for Convalescent Home

Moved by Jansma, seconded by DeGood, to initiate an ordinance amendment as follows:

Sec. 20.4(J) Convalescent Homes.

    1. The main building or and accessory buildings shall be set back at least seventy five (75) feet from all property lines a minimum of:

      1. 40 feet for single story buildings
      2. 60 feet for two story buildings
      3. 75 feet for buildings exceeding two stories or twenty-five (25) feet whichever is less

#021218-12 - Other Business-Site Plan (ST0216) Ottawa County Parks-Hager Parks

The Planner stated that he had reviewed the plans and had no comments. It was noted that sidewalks were not shown and that the County was required to comply with the requirements of the Sidewalk Ordinance. The plan shows an addition to the parking lot, a 28 by 37-foot rest room building and the bike path extended.

Moved by Jansma, seconded by DeGood, to approve the site plan for (ST0216) Ottawa County Parks-Hager Park, as shown on the site plan dated received 12-18-02, with the condition that the site conform to the Township Sidewalk Ordinance.
