#970416-05 - Site Plans (ST9713) Georgetown Charter Township-1525 Baldwin St.
Tom Metzdorf, Beta Design Group, represented the applicant and stated that there have been some changes since the work session. The entrance was widened. The island and sign were removed. The connector to Durain Dr. is shown, along with the traffic flow pattern for the easement from the church. Parking and drives are now shown 25 feet from the property line. A landscape plan, along with a grading and utilities plan are provided. There are daylight windows in the basement level for future meeting space. The site plan meets the ordinance requirements and all issues from the work session have been addressed.

It was determined at the work session that a variance was needed before any action could be taken and the applicant also needed a special use permit.

#970416-07 - Site Plans (ST9708) Steve Burman-6677 & 6703 18th Ave.
The conflict with the loading spaces has been eliminated. Topography and grades are provided. There was a concern with the location of the drive in respect to the drive across the street because of the proximity to the intersection and the railroad tracks.
Moved by Holtvluwer, seconded by Noe, to table the site plan until the drive is moved to the north to align with the existing drive located on the east side of 18th Ave.

Dale Robart, Image Architecture, represented the applicant and stated that the issues from the work session have been addressed. Trees on the berm have been located and shown, including addition trees to be planted at 20 ft. intervals.

Although the site and parking are an existing non-conforming situation, the proposed expansion meets the ordinance requirements.

#970416-12 - (REZ9705) Ron Miedema and Robert DeYoung -to change from (RR)
Rural Residential to (LDR) Low Density Residential a parcel of land described as P.P.# 70-14-19-100-002, located at 7146 48th Ave., Georgetown Township, Ottawa County, Michigan.
Todd Stuive, Exxel Engineering, represented the applicant and stated that the proposed 14 acre plan would include a church site and residential development. LDR borders the site on the north and east, and is also located about 250 ft. to the south. The site is served by public utilities.
Bruce DeGroot, 4576 Salem Dr., asked if there were plans to extend Salem Dr. He was told that the street issue was not considered for a rezoning request. Issues such as that were addressed at the public hearing for the preliminary plat approval.
Kim Moore, 4589 Salem Dr., asked about the minimum restrictions for the size of houses and was told it was 1,000 sq. ft.
Mark Debniak, 7227 Sable Dr., asked if the applicant planned to connect with Salem Dr.

requesting permission to operate a Group Day Care Home under Section 8.3(E), on a parcel of land described by P.P.# 70-14-11-321-021, in a (LDR) Low Density Residential District, located at 1439 Oakwood Dr., Georgetown Township, Ottawa County, Michigan.
The site plan was accepted by the Planning Commission; therefore, there was no change to the site plan.

The Planning Commission waived some requirements of the site plan that were not shown due to the tenant’s minimal occupancy of the building and because the site is existing.

#970416-15 - Special Use Permit (SUP9710) Jon Engelking, 39 Murray, Wyoming, is
requesting permission to operate a commercial enterprise producing merchandise on the premises to be sold at retail and/or wholesale under Section 16.3(P), on a parcel of land described by P.P.# 70-14-23-250-070, in a (HS) Highway Service Commercial District, located at 901 Rosewood St., Georgetown Township, Ottawa County, Michigan.
The applicant stated that he plans to use the site as a workshop for his business of kitchen and bath remodeling, refinishing tubs, and use as a carpentry shop. He also wants to use the site for painting and refinishing.
South of the location is MDR and a duplex, east is MDR, and there is residential across Rosewood St. It appears that there is a potential for a more intense use than is permitted, creating a potential for problems and enforcement difficulties.
Mike Farr, 886 Rosewood St., asked what kind of business was operating at the site.
The applicant said that be is only using the site for storage at this time. He also stated that the paint booth will meet DNR codes.
Brian Palmanteer, 854 Rosewood St., stated a concern for people going in and out and the many trucks. He was concerned with the traffic that would be generated through a residential area where children play.
Paul Brower, 888 Brentwood St., stated that he lived in an area with $200,000 homes. He was concerned that the business being located close to a residential district could lower property values.
Bob DeMeester, 843 Rosewood St., said that there is no road leading to the building and that traffic, which is heavy, goes down Rosewood St.
Rodger DeVries, 843 Rosewood St., owns the building. He said that it is combined with the larger site and has frontage on Rosewood St. He said that there is a driveway, on the side of American Mobile Homes, that leads to the highway. A similar special use permit was granted for the front building a few years back.
David Jenison, 6980 Cranford Ave., said that he was opposed to the business because there were many children in the area and no sidewalks in areas of heavy traffic.
Mike Farr said that the access road is chained off so no cars can use it.
Brian Palmanteer said that it would help if the road was paved and offered a straight shot to the highway.

The applicant stated that this was to be a workshop area and no customers would be coming to this location.
Moved by Holtvluwer, seconded by Noe, to recommend to the Township Board denial of the special use request for (SUP9710) Jon Engelking, 39 Murray, Wyoming, for permission to operate a commercial enterprise producing merchandise on the premises to be sold at retail and/or wholesale under Section 16.3(P), on a parcel of land described by P.P.# 70-14-23-250-070, in a (HS) Highway Service Commercial District, located at 901 Rosewood St., Georgetown Township, Ottawa County, Michigan, because the business would be located too close to single family homes.

#970416-16 - Special Use Permit (SUP9711) Great Lakes Utility Trailer Sales, Inc.,
6634 Center Industrial Dr., is requesting permission to operate a vehicle repair establishment under Section 17.3(F), on a parcel of land described by P.P.# 70-14-22-346-006 and P.P.# 70-14-22-351-001, in an (I) Industrial District, located at 2051 and 2019 Pine Ridge Dr., Georgetown Township, Ottawa County, Michigan.
Julie Versluis represented the applicant and said that the changes requested at the work session have been made. Trees are in front. The sign and asphalt paving are shown.
The applicant has an existing use, which is vehicle repair. The first two phases could be allowed as outdoor storage for the existing use. If vehicle sales are being conducted, it is not a permitted use at this location and the applicant was not given a special use permit for retail sales.
It was determined that since the applicant’s request was not for outdoor storage, a special use could not be granted for that. Also, the applicant appeared to be asking for something not allowed in this zoning district.
Arthur Bykerk, 1944 Richard St., asked what a utility trailer was. He said that semi trailers were already parked on Pine Ridge Dr., less than 300 ft. from his place. He said that the eighteen wheelers made a lot of noise.
Don VanDyke stated that he and the sheriff were aware of it.
Kirk Batts, 6841 Sherwood Dr., received a letter from the township and questioned how the unsightliness of the trailers, the noise and the tools lived up to the what was stated in the letter as to creating desirable situations in Georgetown Township.
George Burton, 2072 Timber Lane Dr., questioned the vehicle repair and said it was semi trailer repair.
The applicant said that there would only be light DOT inspections and maintenance done at this location.

The applicant stated that there would be no noise or pollution, and would operate from 8:00 a.m. to 5:00 p.m.

Moved by Holtvluwer, seconded by DeGood, to recommend to the Township Board denial of the special use permit for (SUP9711) Great Lakes Utility Trailer Sales, Inc., 6634 Center Industrial Dr., for permission to operate a vehicle repair establishment under Section 17.3(F), on a parcel of land described by P.P.# 70-14-22-346-006 and P.P.# 70-14-22-351-001, in an (I) Industrial District, located at 2051 and 2019 Pine Ridge Dr., Georgetown Township, Ottawa County, Michigan, for the reason that the applicant has no definite plans to ever construct the building and if additional parking is wanted, the applicant should reapply for that under the correction section of the ordinance.

#970416-17 - Special Use Permit (SUP9712) American Mobile Living, Inc., 950
Chicago Dr., is requesting permission to operate an open air business under Section 16.3(H), on a parcel of land described by P.P.# 70-14-23-250-012, in an (HS) Highway Service Commercial District, located at 932 Chicago Dr., Georgetown Township, Ottawa County, Michigan.
The applicant stated that the request was to display homes. The setback for the display models was 10 ft. There was discussion regarding a gravel drive. The site plan shows a split rail fence along the property line to keep people from parking in front of a model. The concern was that if the gravel drive was left, it could be perceived as parking. It was the consensus of the Planning Commission that grass should be planted or something should be done to improve the appearance of the area while not inviting people to park in no parking areas.

Moved by Jansma, seconded by Holtvluwer, to recommend to the Township Board approval of the special use permit request for (SUP9712) American Mobile Living, Inc., 950 Chicago Dr., for permission to operate an open air business under Section 16.3(H), on a parcel of land described by P.P.# 70-14-23-250-012, in an (HS) Highway Service Commercial District, located at 932 Chicago Dr., Georgetown Township, Ottawa County, Michigan, because the request meets the specific standards of Sect. 20.4(Z) and the general standards of Sect. 20.3.

Moved by Jansma, seconded by Noe, to table the site plan and require the applicant to prepare a revised site plan showing the complete removal of the existing easterly drive, including that portion within the right-of-way, and a landscape plan which provided trees and other plant material within the front yard of the display area. All plant material should be identified by name and size on the drawing.

Rick Polaski, Nederveld Assoc., represented the applicant and explained that the radius of the street changed. The new layout meets the new ordinance standards.

#970416-19 - Private Street (PRST9701) Veldink & DeVries, 10010 42nd Ave., are
requesting permission to have a private street, under Section 3.26, on a parcel of land described by P.P.# 70-14-10-200-023, in a (LDR) Low Density Residential District, located at 8675 Cedarbrook Ct., Georgetown Township, Ottawa County, Michigan.
Some information is still missing including: a written description of the project and the applicant’s intentions, copies of the instruments granting utility easements, and a detail on the drawing showing the public street which would be accessed by the private street. The plan has been changed to show two parcels being served by a twelve foot wide paved drive. If the area is plotted or there are future splits and additional lots are created, the entire length of the street would have to be upgraded to a public street or the applicant would have to come back with another private street application.

#970416-20 - Rezoning (REZ9704) Rodger DeVries-to change from (MDR) Medium
Density Residential to (AG) Agriculture a parcel of land described as P.P.# 70-10-31-200-011, located at 10010 42nd Ave.
The request is to rezone about 40 acres to AG and the frontage on the plan would be adjusted to meet the 200 foot frontage requirement. To the north and west is HDR and further north is GVSU. The Future Land Use Plan shows MDR around the site and HDR across the street. It was noted that the applicant wanted the AG zoning not necessarily for animals, but to be allowed to have a larger accessory building. It was also noted that AG allows some uses by right that might not be compatible with the high density residential across the street.
Brian Ellen, 935 42nd Ave., inquired about the master plan for the area.
