HEARING FOR APPLICATION FOR I.F.E.C. (ACT 198) FOR

Stevens Design and Fabrication, 6655 Center Industrial Dr.,

Jenison, MI, 49428, P.P. # 70-14-22-349-007

            Whereas, Act 198 of the Michigan Public Acts of 1974, as amended, authorized the Township to approve application for industrial facilities exemption certificate; and

            Whereas, pursuant to Act 198, and after a duly noticed public hearing held on February 25, 2002, this township established the “Industrial District,” for the property listed below:

Stevens Design and Fabrication, 6655 Center Industrial Dr., Jenison, MI, 49428, P.P. # 70-14-22-349-007, Georgetown Township

            Whereas, Stevens Design and Fabrication, Inc., hereinafter referred to as “applicant”, has filed an application for an industrial facilities exemption certificate under the provisions of Act 198 and this township set July 24, 2017, at 7:30 PM or after, local time, as the time to give the Township Assessor and a representative of each affected taxing unit an opportunity to be heard regarding said application as amended; and

            Whereas, written notification of this hearing has been given to the Township Assessor and to the legislative body of each taxing unit which levies ad valorem taxes within the township; and

            Whereas, the Township Assessor and a representative of the affected taxing units have been given an opportunity to be heard with regard to the approval of an industrial facility exemption certificate for the applicant; and

            Whereas, there were                            objections to the approval of the industrial facilities exemption certificate at the meeting held on July 24, 2017,

            NOW THEREFORE, BE IT HEREBY RESOLVED, by the Township Board of Georgetown Charter Township as follows:

1.         That this Township Board finds:

a)     The proposed facility is located within an industrial development district which was duly established in Georgetown Township upon request or on the Township’s own initiative, taken before commencement of the restoration, replacement, or construction of the facility.

b)     That completion of the facility shall not have the effect of transferring employment from another community within the State of Michigan to Georgetown Charter Township.

c)     That the aggregate State Equalized Value of real and personal property exempt from ad valorem taxes under Act 198 does not exceed 5% of the total State Equalized Value of the township plus the State Equalized Value of real and personal property thus exempted.

d)     That the granting of industrial facilities exemption certificate, considered together with the aggregate amount of industrial facilities exemption certificates previously granted and currently in force, shall not have the effect of substantially impeding the operation of the township of impairing the financial soundness of a taxing unit which levied an ad valorem property tax in the township.

  1. That the application of the applicant for an industrial facilities exemption certificate with regard to facilities set forth in the application to be constructed in the district be and is hereby approved for a period of twelve (12) years.

Public Hearing for the Installation of Sidewalks on Edson


Motion:           To open the public hearing.

Motion:           To close the public hearing.

Motion:           To approve ordering the installation of sidewalks on the west side of 18th Ave. from 44th St. to Edson Dr., both sides of Edson Dr. from 18th Ave. to 22nd Ave. (excluding the properties where sidewalk is already installed) and on the north side of 22nd Ave. from the current ending point to Edson Dr., to be installed no later than June 30, 2018, as requested by many residents and as recommended by the Utilities Committee.



Code of Ordinances:

10-216.  Construction by land owner; sidewalk locations.

The township board has the authority (at its discretion) to order the installation and construction of sidewalks and/or non-motorized paths, pursuant to township sidewalk and/or non-motorized path specifications, in any area of the township it deems reasonably necessary in order to protect the health, safety or welfare of the residents of the township.  All required sidewalk and non-motorized path construction herein shall be at the sole cost and responsibility of the owner of the property involved.

WHEREAS Georgetown Township, Michigan, has experienced risks that may damage commercial, residential and public properties, displace citizens and businesses, close streets and impair infrastructure, and present general public health and safety concerns; and

WHEREAS, Ottawa County has prepared a Hazard Mitigation Plan that outlines the community’s options to reduce damages and impacts from natural and technological hazards; and

WHEREAS, the Hazard Mitigation Plan has been reviewed by community residents, business owners, and federal, state and local agencies, and has been revised where appropriate to reflect their concerns;

NOW, therefore, be it resolved that:

The 2017 Hazard Mitigation Plan Kent and Ottawa Counties is hereby adopted as an official plan of Georgetown Township.

Sidewalk Installation on 16th Ave.



Motion: To initiate the process, including holding a public hearing on August 14, 2017, to require the installation of sidewalk on both sides of 16th Ave. from the existing sidewalk south to VanBuren and on the north side of Ponstein from the existing sidewalk to 16th Ave., to be completed by June 30, 2018, as requested by a resident, as recommended by the Utilities Committee.
